No. A chatbot matches text to canned replies. This is a model that has been given your business as source material, can speak out loud, can move a visitor around your site, can read and write into your other tools, and can decide when a human needs to take over. The failure mode of a chatbot is a wrong answer; the design goal here is that it says "let me get someone" instead.
